A third-year student of civil engineering at IIT Kanpur committed suicide night by throwing himself in front of a running train. The deceased has been identified as J. Bharadwaja, a native of Medak district in Andhra Pradesh. The body of the student was found on the Kanpur-Farukkhabad railway track on Thursday morning. This, incidentally, is the fourth suicide at IIT Kanpur in the past two years. According to sources, J. For the first time, government junior colleges crossed the half century mark by recording 52.15 per cent passes in the Intermediate II exams. This was 9.53 per cent more than last year. The increase in pass percentage in private colleges was 2.45 per cent and 2 per cent in aided colleges. Several aspirant cops had suppressed their criminal background in order to join the police department during the State level police recruitment conducted this year.At least 125 of them did not reveal criminal cases against them. The government which has just completed the formation of Greater Hyderabad is looking into the formation of Hyderabad Metropolitan Authority to replace Hyderabad Urban Development Authority (Huda). HMDA will check unauthorised layouts and illegal activities in the real estate business, officials said.The municipal administration and urban development ministry is likely to issue a notification on the creation of HMDA which will take up development activities in some parts of Nalgonda, Mahbubnagar and Medak districts apart from Hyderabad and Ranga Reddy districts. Hudas jurisdiction of 2,000 square kilometres will grow to 6,812.08 sq km under HMDA including 1,000 villages in 54 mandals in the five districts.

Noted Telugu novelist Vasireddy Sitadevi died at Hyderabad. She was 75. Sitadevi, who was known for reflecting social issues in her novels, won Telugu Sahitya Academy Award for the first time in 1971 for her novel Samatha. She went on to win the award another four times. Her other popular novels include Matti Manishi and Mareechika. Mareechika created a sensation because it revolved around youth getting attracted to drugs and another section getting attracted to extremism. It prompted the government to ban the novel. She approached the court and got the ban order quashed. Matti Manishi was translated into 14 Indian languages. She received honorary doctorates from several universities including Sri Krishna Devaraya University, Ananthapur, in 1989.

The controversial Babli project in Maharashtra is likely to go the Almatti way. According to sources the State, which has a strong case in its favour, is heavily banking on a stay order from the Supreme Court asking the Maharashtra government to stop construction activities at the site immediately. The hearing on the case comes up before the bench on April 25. The Central Water Commission, on instructions from the PMO, has decided to send a team to inspect the Babli project in the wake of complaints from Andhra Pradesh.

For the first time utsava murthy of the Venkateswara Swamy temple accompanied by his celestial consorts was brought in a procession to a dalit village, Vemuru, for the Srinivasa kalyanam (celestial marriage of the Lord). The secluded village about 13 km from here had never witnessed such an event before.The crowd, which included a large number of men, women, children and the old lined up along the route and received the deities with flowers and lighted camphor. The deities were then taken around all the main streets of the village and later placed under a specially erected pandal for the kalyanam. The utsava murthy was held in the dalit village at the initiative of the Tirumala Tirupati Devasthanams which is hoping such pathbreaking practices will stop dalits from converting to other faiths. The TTD is keen on ensuring stronger integration of dalits into Hindu society by putting an end to caste discrimination.

Stray dogs bit seven students and an attendant at Koti Womens College here on Monday, leading to panic in the area. This happened just days after a stray dog had mauled a seven-month-old baby boy in the city. The principal of the college postponed examinations due to be held on Monday and Tuesday.Principal P. Vijayalakshmi Reddy said the dogs had attacked B.A. students who had reached the campus at around 8.30 am to sit for their exams, which was due to begin at 10 am. While they were strolling through the campus, four stray dogs rushed in from the main gate, fighting and mauling each other. The watchman was unable to stop the dogs. Two of them ran out after a while, but the other two ran amok on the campus, biting seven students in less than half an hour.

The AICC guidelines to Chief Minister Y.S. Rajasekhar Reddy on Cabinet expansion has dampened the hopes of senior Congress members in the Legislative Council and first-timers in the Assembly getting a berth. The Congress leadership told Dr Reddy during his visit to New Delhi over the weekend that he should not accommodate any MLC in the Cabinet. He was told not to give berths to first-time legislators. The AICC guidelines have left the Chief Minister with no option but to limit his Cabinet expansion exercise to a few senior MLAs.

Top companies are vying for the tourism departments project to convert old guest houses of the roads and buildings department into a chain of budget hotels. Over 20 companies have been short-listed to construct 34 hotels on build, operate and transfer basis for 33 years. Depending on the location, the cost would range from Rs 10 crores to Rs 40 crores. The tourism department, along with the R& B department, has bundled four or five towns into a package.The package for the Vizag- Vizianagaram-Srikakulam-Araku-Paderu area got the maximum 17 bids of which 15 were short-listed. The Nalgonda-Sangareddy-Medak and Siddipet-Keesragutta packages got the lowest number of five bids.

The Legislative Assembly which was reconvened was adjourned abruptly following protests by Telugu Desam members on OBC reservations. Speaker K.R. Suresh Reddy tried in vain to restore order but when all attempts failed he adjourned the House. The Assembly will meet again on Monday. TD legislators led by party president N. Chandrababu Naidu moved an adjournment motion demanding implementation of 27 per cent reservations for other backward classes in higher educational institutions. The Telangana Rashtra Samiti, the CPI(M) and the CPI moved another adjournment motion seeking better wages and working conditions for village servants.

The meeting to discuss the summer action plan for drinking water supply turned into a duel between legislators. Information minister Mohd Shabbir Ali who is in charge of the twin cities said that the government had released Rs 566 crores for the summer action plan to the Hyderabad Metropolitan Water Supply and Sewerage Board. Each of the 13 Assembly constituencies will get 10 new borewells, and repairs will be carried out to existing borewells and other sources of groundwater, he said. In problem areas, water would be supplied through tankers.

Finance minister K. Rosaiah said that he would be returning a cheque for Rs 1,050 given by the State government as cyclone relief. The government had categorised Mr Rosaiah as a small farmer and compensated him for damage caused by cyclone Ogni last year. He said he had not sought the compensation. I had no idea about it till I saw the report. My enquiries revealed that the compensation was paid to everyone who suffered loss of crop, he said.
