Hyderabad police commissioner A.K. Mohanty imposed traffic restrictions around Hussain Sagar Lake in Hyderabad on the occasion of New Year celebrations on the night of December 31.
Traffic will not be allowed on NTR Marg, Necklace Rotary and Upper Tank Bund from 10 pm on December 31 to 2 am on January 1.
Meanwhile, the Hyderabad city police will undertake extensive checks to curb prohibited activities on the eve of the New Year like:
Drunken driving
Rash driving
Speeding
Triple riding on two-wheelers
Eve teasing
Road rage
Consuming liquor in public
Burning crackers in public places
Creating disturbance by making too much noise

Nizams' Jewellery Exhibition: High security

De-monstrating undiluted spirits in the face of heightened terrorist threat in the country, the security personnel at the Salar Jung Museum said that the priceless Nizams' Jewellery Exhibition that is being opened on Saturday would be a "smooth and hassle free affair." Deputy Commandant, Central Industrial Security Force (CISF) D. Shyamala said, "We are fully geared for the big show. There is nothing to worry about." Asked whether the CISF, that is incharge of the security for the jewellery inside the SJM campus, has made any changes in view of the shooting incident in Bangalore on Wednesday, she said that the required measures were already in place and it did not have to bring about any substantial changes in its plan.

Laila gets married on Jan 6

Heroine Laila is getting married to her boyfriend Mehdi, a Mumbai-based businessman.. She will tie the knots on January 6, 2005 in Mumbai. Laila, who made her debut with Egire Pavurama in Telugu and recently acted in Mr and Mrs Shailaja Krishnamurthy, was formerly involved in a love affair/scandal with Tamil director Bala who gave her a big break with Nanda and Shivaputrudu. But as Bala got married to his niece six months back, Laila seems to have lost hopes on love and is finally settling in life with Mehdi, with whom she has been dating the past six months. Mehdi gifted Laila a diamond set as a wedding present, while she has bought him a Tag Heur watch.

Obituary: "Apara Chanakya" Dronamraju Satyanarayana (1933-2005)

Senior Congress leader and Visakhapatnam-I legislator Dronamraju Satyanarayana, who died in Hyderabad on Wednesday night, was among the most important party leaders here. Known as "Apara Chanakya", he could be called a giant-killer too. In the 1977 post-Emergency Lok Sabha elections, he defied the Jaiprakash Narain wave to defeat Tenneti Viswanadham, then Janata Party State president.

Dronamraju filed a petition comprising 200 allegations of corruption against then chief minister N.T. Rama Rao. The Andhra Pradesh High Court found prima facie evidence in seven charges. Though nothing came of it, "the court comments had its impact on the 1989 elections," which NTR lost, said Pendurthy legislator Tippala Gurumurthy. Another significant victory came when he secured salaries to temple employees on par with government employees.

Close follower Vankayala Tataji said Dronamraju liked mythological plays and classical music. His favourite character was Duryodhana, and he acted the part during his youth. He was a heavy smoker, and enjoyed mimicking people. Dronamraju 'became' chief minister in a movie Tegimpu starring Bhanu Chander and BJP leaders Ch Vidyasagar and Ale Narendra, now in the Telangana Rashtra Samiti. It flopped.

Dronamraju was born on December 19, 1933, in Chinamushidivada, on the outskirts of Visakhapatnam, to Dittakavi Satyanarayana and Vijayalakshmi. He lost his mother when was three months old and was adopted by village karanam Dronamraju Appalanarasimham and Sanyasamma.

He lost his adopted mother and moved to his relative's care in Vizianagaram. Graduating from MR College, he took up the hereditary post of karanam after the death of his adopted father. His wife Savitri died in 1979 and he married Parvathi a year later. He has four sons, one of whom died last year, and two daughters. Except Srinivas, who is president of Vizag city Congress committee, none of them joined politics. Dronamraju was elected to the Lok Sabha in 1977, to the Rajya Sabha in 1988 and 1994, and to the Assembly in a byelection from Pendurthy in 1980 and from Visakhapatnam-I in 2004.

Issue all orders in Telugu language, staff told

Telugu Official Language Committee chairman A.B.K. Prasad stressed that there was an absolute need to change the mindset of the district officers. Chief Minister Dr Y.S. Rajasekhar Reddy had given the green signal for initiating stern action against anybody violating the instructions and directions of the Official Language Committee, he added. Addressing a meeting at the ZP meeting hall, Chittoor on Thursday, he said that there was no difficulty in using the official Telugu language for all correspondence. He said that the High Court had given directions to lower courts to deliver their judgements in Telugu only. He said that he had visited nine districts and observed the implementation of the official language.

YSR supports Tirumala ropeway

Chief Minister Y.S. Rajasekhar Reddy said the proposed ropeway project from Tirupati to Tirumala was safe and eco-friendly. He said that the Tirumala Tirupati Devasthanams (TTD) would be asked to create awareness about the project among the public. The Chief Minister, who arrived at the helipad here from Hyderabad to launch the Tirupati edition of the CPI organ Visalandra, told reporters that the proposed ropeway would not affect the sanctity of the hills and that ropeways had been constructed at various hill shrines like Palani in Tamil Nadu and Haridwar.In Tirupati, due to heavy rains there were continued landslips in the second ghat road, affecting normal flow of traffic, he said, adding that in this context the construction of a ropeway would be helpful for pilgrims visiting Tirumala. The TTD trust board had recently given its nod for constructing the ropeway, the Chief Minister said. Dr Rajasekhar Reddy said the ropeway project would provide improved facilities to the pilgrims.

Decks cleared for World Bank loan to Andhra Pradesh

The State government is likely to avail the Rs 1,600-crore Structural Adjustment Loan from the World Bank in the last quarter of 2005-2006, sources said. The decks were cleared for the loan with the Central government recommending Andhra Pradesh’s proposal to the World Bank on Monday. Sources told that the World Bank officials immediately told the State government counterparts that a high-level delegation would visit the State on January 30 to finalise the loan.
The loan conditions will not have direct financial implications on the people in the form of user charges or increased taxes.

Hilton to build 5-star hotel in Hitec City

Hilton Hotels, one of the largest hotel chains with over 500 hotels and 1,47,667 rooms worldwide, will be setting up a deluxe property in Hyderabad, the ground-breaking, or bhoomi puja, of which is scheduled to be held in the second week of January. The hotel will have 300 rooms and 100 service apartments, and is estimated to cost Rs 200 crore, sources familiar with the development told this newspaper on Thursday. The State government has allocated 4.33 acres of land adjacent to Shilpakalavedika for the hotel property.
"The government has also permitted the hotel project's promoters to use Shilpaka-lavedika as a conference facility," the sources said.
Hilton has formed a joint venture company with Progressive Constructions, owned by K.S. Rao, a former Congress MP, and the My Home group, promoted by Dr J. Rameshwar Rao. "Hilton has a 26 per cent stake in the company, while Progressive Constructions and My Home have a 37 per cent stake each. The hotel will be managed by Hilton," the sources said.

KCR moots pressure group in UPA

Telangana Rashtra Samiti (TRS) president and Union labour minister K. Chandrasekhar Rao, under pressure from his party cadres to do something on the Telangana front, has floated a new idea to regroup the non-Congress, non-Left allies within the United Progressive Alliance to pressurise the Central government. Mr Rao's latest move, so far not supported or substantiated by any other party, comes in the wake of pressure from a section of his party, to resign from the UPA government and start a ground level agitation to revive the Telangana Statehood issue. Sources said that Mr Rao wants to buy some more time and this new idea floated by him could buy him a few more months from his followers in Telangana.Mr Rao confirmed that he had already discussed the idea with about five constituents of the UPA, including RJD supremo and railway minister Lalu Prasad. "They have, in fact, evinced interest in the proposal," he said, while expressing the hope that the first meeting of the proposed coordination panel would be held next month. Asked if the coordination panel was to pressurise the Congress to implement the demand for separate Telangana, Mr Rao said each of the partners of the UPA had their own demands specific to their regions.

Kalachakra Summit: Residents feel event will make life better

People of this historical town, have high expectations on the Kalachakra 2006. The State government has allocated over Rs 53 crores for providing basic infrastructure in the town for the grand event. Besides the visit of the Buddhist spiritual leader, Dalai Lama, Amravati residents expect a massive turnout of monks and foreign tourists. Thanks to the event the town is being given a new look, with various departments creating permanent assets.
The State tourism department will be constructing a 120-feet Dhyana Buddha statue, which would be a permanent and special attraction for the town. The locals believe that the statue would pull more tourists, many of them foreigners, in the years to come. This would bring additional revenue to the town.
The tourism department has also constructed a restaurant, a new addition to the town. The massive State Archaeology department building on the Guntur-Amaravati road has been redesigned as a special museum for Buddhist relics. The town is also getting internal roads, open drains, additional (high power) electricity lines, drinking water system and additional rooms and toilets for the welfare hostels.

AICC pleanary: Congress meet motto hints at Rahul's leadership

The theme of the four-day AICC plenary session to be held from January 21, according to Pradesh Congress Committee president K. Keshava Rao, is 'Naya Bharat, Nayi Nasal, Nayee Awaaz' (new India, new generation and new voice).
Congress circles are agog with speculation that "Nayi Nasal" refers to the generation of Mr Rahul Gandhi, son of Congress president Sonia Gandhi. They expect to see the Amethi MP projected as the future leader at the session, and the GenerationNext of the party to get more space, Congress sources said.
Sources said that Priyanka Gandhi too could come to the session, the sources said. However, nothing had been finalised. Sources here said that the Congress leadership would prefer to hold elections to the 12 seats for the Congress Working Committee. Nominating candidates to the elective seats on the CWC would be seen as an effort to impose leaders, these sources said.

Apara Chanikya Dronamraju Satyanarayana passes away

Veteran Congress leader and Visakhapatnam-I legislator Dronamraju Satyanarayana died on Wednesday night at Care Hospital, Hyderabad.He was 73. He was ailing for the past week and had been airlifted here from Visakhapatnam on Monday.
Satyanarayana suffered from multi-organ failure and was on life support and had gone into coma on Tuesday night. He had celebrated his birthday on December 19. Known as Apara Chanakya, his biggest moment came when he defeated Tenneti Viswanadham in the Lok Sabha elections in 1977 during the Jaiprakash Narayan wave. He was twice member of the Rajya Sabha, twice of the Assembly and chairman of the Visakhapatnam zilla parishad.

Udaya Bhanu "Gold Rush" helped Zee Telugu

Zee Telefilms lone southern player Zee Telugu has completed six months.Topping Zee Telugu's strategy as the channel driver is the interactive gameshow Gold Rush, running Monday to Thursday from 9 pm to 10 pm. Anchored by popular Telugu television personality Udayabhanu, the show is targeted at housewives. The channel has been using a locally created format and the winners are awarded gold as the name suggests.

As per the Tam data offered by the channel, Gold Rush has helped Zee Telugu to claim the fourth place in the particular time band, behind Gemini TV, ETV and Teja TV.
According to the Tam data provided for week 48, Zee Telugu has recorded a share of 1.24 per cent for weekdays while for weekends it is 1.86 per cent. Quoting the Tam data, the channel claims that its programme GRPs have touched the 50 mark in week 49.

Kalanithi Maran's Sun Network blew the bugle first by unveiling its fourth Telugu player Adithya TV -- an entertainment channel targeting the youth in April this year. The channel, with a strong line-up of music shows, films, film-related programming, events, chat shows and various live interactive programmes, got along with the viewers instantly.

Zee Telugu unveiled a brand new line up, especially for the primetime, during the re-launch. In its efforts to bring in the female viewership, it launched a ladies only game show Goldrush and four daily soaps. The channel has also introduced various music and film based shows while knocking off some Hindi-dubbed shows in the process.

Maa TV's plans to launch a news channel is yet to materialise while the uplinking issues affected Raj TV Network's plans to launch a Telugu news channel.

A Tibetan tent for Kalachakra summit at Amaravati

The Dalai Lama will be preaching from a splendorous Tibetan tent in Kalachakra-2006, to be held in Amaravati from January 5 to January 16. This is the first time a Tibetan-style structure has been erected to host the Buddhist summit. The tent has been raised over a three tier stage measuring 67 feet and the roof panels have been decorated with traditional Tibetan Thangka art in 11 colours.
Facing the tent is a 120-foot statue of the meditating Buddha in the Dhyana Buddha Vihar on the west side. "The earlier Kalachakra summits were hosted in ordinary buildings and conference halls," said Dojee La, who is in charge of beautification of the tent. "It is indeed a great privilege to create this traditional tent."
Designed by master Thangka painter Tenpa Choephel of Norbulingka Institute, the tent features traditional Tibetan symbols like umbrellas, gold fish, pots, conchs, fruits, and mirrors.

Count down: 9 days left for the Kalachakra Buddist Summit

Though only nine days are left for the Kalachakra Buddhist summit, many arrangements are still to be made by the district administration. The administration had earlier promised to complete all works, including the laying of roads and pipelines and construction of toilets and health centres before Christmas. It has now extended the deadline to December 31.
As per the agreed-to schedule, the venue has to be handed over to the organising committee by January 1. Construction of a divider on the main road is in the initial stage and the small lane that leads to the venue from the main road is yet to be completed.
Even the road which is exclusively for the Dalai Lama from the Vijayanthi Guest House is yet to be completed. But work is going on at a fast pace as the spiritual leader is expected to arrive here by January 2.
The AP Transco has started erecting poles on Tuesday to bring electricity to the venue. Officials have opened a control room at the Mandal Revenue Office on Tuesday, while the medial and health department has only started deploying its first batch of staffers.

Human stem cells can treat liver failure

A group of doctors and scientists here is ready to take up human clinical trials to treat end-stage liver failure using grafted stem cells. "There's no need for us to wait further. All our studies on animal models have be-en successful," said hepatologist C.M. Habeebullah, who is chairman of Centre for Liver Research and Diagnostics (CLRD). "The idea is to repopulate the cells in the damaged liver within three to four days of grafting of stem cells," he said. He said that stem cell technology could help doctors overcome the shortage of livers for transplant.
CLRD and the Centre for Cellular and Molecular Biology have jointly carried out research on stem cell technology to treat end-stage liver failure. Dr Habeebullah was delivering the keynote address, Stem cells, clinical applications Hype or hope, organised by the Indian National Science Academy at the Indian Institute of Chemical Technology at Hyderabad on Tuesday.
Referring to the method of transplantation of stem cells from adult donors, carried out at many places, he said its success was limited due to reduced proliferation capacity in in vivo (within the body) conditions. Data from liver studies had shown that hepatic pro-genitor, or oval, cells (liver cells which activate themselves and regenerate cells) proliferate when transplanted within the liver (intra-hepatically), he said.

Story
Satyanarayana Murthy (Chiranjeevi) is a good hearted man in Amalapuram. The sudden death of his niece comes as a rude shock to him. But later on, he realizes that it was not a natural death, but died due to a careless shootout. He visits Hyderabad in search of the culprit who killed his niece. The rest of the story is all about how he accomplished it with the help of divine intervention and Neelima (Bhumika Chawla).

Analysis
Chiranjeevi is in his elements again in this film by playing it to the galleries in comedy department. 70% of the scenes involving Chiranjeevi are dealt in humorous way.
First half of the film is satisfactory with entertainment. There is lag in the second half. Sunil, marriage and Brahmanandam episodes are dealt well in the second half. Climax should have been handled better. The plus points of the film are Chiranjeevi and comedy dialogues by Trivikram. On the flipside, the main revenge objective of hero was not efficiently projected. We have to wait and see how Jai Chiranjeeva! fares at the box office!

Students to give marks to teachers

Andhra University academic senate has approved the system of valuation of teachers by students. Disclosing this to newsmen here on Monday, vice-chancellor Prof. Venugopala Raddy said a questionnaire has already been prepared for this system which was decided upon in earlier senate meeting. The senate also approved the reintroduction of revaluation of post-graduate examinations from the current academic year. The meeting was held at Visakhapatnam on Monday was presided over by chairman of Andhra Pradesh State Council for Higher Education Prof. K. C. Reddy. "PG revaluation system was abolished four years ago," said Prof. L. Venugopala Reddy.
The senate also decided to introduce six months diploma course in yoga and consciousness from next month onwards and a three months certificate course in Telugu for non-Telugu students. Physically fit students with Intermediate qualification would be eligible for the yoga course, the vice-chancellor said.

NRIs cheat Swiss doctor

A Swiss ophthalmogist who spent Rs 7 crores to set up a superspecialities hospital in a East Godavari village finds himself barred by the people who run it. Andre Mermoud, 45, associated professor and head of the department’s glucoma unit, University of Lausanne, funded an orphanage in Kesavadaspalem in East Godavari, 256 km from here. An Indophile, he wanted to set up a charitable superspecialities hospital but was deterred by the high land costs.
Enter Solomon Darvin and his French wife Amy. Dr Mermoud accidentally met the couple in France in 2001. They heard of his dream project and offered land in their native village Mori, close to the orphanage. They ran the Project India Compassion Trust (PICT) that owned the land. "An oral contract was entered into and it was decided the Trust would look after the administration and I the medical side," Dr Mermoud told.
Rs 1 crore was put in PICT's account in five phases in 2001. The hospital was completed in October 2002 and the total transmission was Rs 4 crore. Equipment worth Rs 3 crores was set up. When he ran short, Dr Andre floated Vision For All, a voluntary organisation, and raised funds. More than 50 doctors from Switzerland visited the hospital. An agreement was entered into with LV Prasad Eye Foundation and the University of Lausanne for technology transfer and periodical inspection.
Suddenly, things soured. "Mr Darvin objected to the appointment of Hindu doctors," Dr Mermoud said. But the first surgery had been conducted in June 2003 and the hospital inaugurated in July 2003, without his knowledge. In August this year, Mr Darvin wrote to Dr Mermoud that he would not be allowed into the hospital, and that he could only send the money. "I was shocked and decided to file a case," Dr Mermoud said.
His counsel T.V.S. Kanakaraju said a criminal case was filed in Rajolu court in East Godavari and a complaint registered with Saketipalem police station. But, in July, Mr Darvin had filed caveats in East Godavari courts, The couple is holidaying in the US and could not be contacted.

Tsunami-One year: Victims fail to get houses

The Gunturdistrict administration has failed to provide permanent houses to the tsunami victims in the district. For the district, Rs 12.84 crore was sanctioned for construction of 3,209 houses in Bapatla and Kuchinapudi Assembly constituencies.
The task was handed down to the organisations like Dioceses, Rotary, IREF, AMG and so on. These organisations assured to add some more funds to Rs 40,000 being shared by the government. But they never specified the figure. It was targeted to finish the housing construction by September as they were sanctioned in April. But, gradually all the schedules were surpassed without any outcome.
Though there was no dearth of land at Nizampatnam, some revenue officials reportedly tried to purchase the lands of local MLA Mopidevi Venkataramana. But, it was revealed that the land being offered for sale was an assigned land on which transactions were cancelled after 1977.

Maoists fear drives "Ponnala" to take bus

Naxal fear is forcing ministers to take extra precautions while embarking on trips to interior forest areas. Major irrigation minister Ponnala Lakshmaiah, who comes from this district, on Monday visited Medaram, the venue of Sammakka-Saralamma tribal fair, located in the thick Tadwai forests amidst unprecedented security and secrecy.
The minister, who travelled in his official vehicle till Mulug, 70 km from here, took an ordinary RTC bus from there to reach Medaram, a distance of 60 km. The other RTC buses in the area were also diverted on the route in which the minister's bus travelled so as to confuse the Naxalites. A police constable was posted at every culvert on the Hanamkonda-Medaram route.

Hyderabad shivers as mercury drops

The mercury dropped four degrees Celsius in a day, sending Hyderabadis rushing back for their sweaters and shawls that they had kept aside in view of the warm nights last week. The minimum temperature on Sunday (for which recordings are available on Monday) was 11.5°C, four degrees below Saturday’s 15.5ºC. From 10.8°C on December 17, the minimum temperature had gone up to 19.6ºC on December 23. It began dropping gradually, but Sunday night saw the steepest fall.
Experts at the Hyderabad Meteorological Department attributed the recent spell of warm weather to the deep depression over the Bay of Bengal. The depression he-ld off the chilly wind blowing in from the north. With the depression gone, the northern winds clutched the region in its grip. HMD director G. Sudhakar Rao told, "due to the cyclone, the warm clouds increased the temperatures."

Tsunami one year: Disaster cell not ready for calamity

There have been several false alarms about tsunamis after the big one struck on December 26 last year, but the State government's department for disaster management (DDM) is yet to take its first steps towards being prepared for disasters, sources said. The DDM is yet to concretise a plan for evacuation, identification of risk prone zones and chalking up sea water inundation zones to counter high tides, the sources said.
The DDM is the sole agency for taking up such activities in the State. The aspect of preparing evacuation zones is vital considering the number of casualties caused by last year's tsunami. Even the process of training people living in the high risk zones by conducting mock drills not only for a tsunami-like situations and also the frequent cyclones in the coastal districts have not been taken up by the department officials, sources said.

High Court stays move to gift land to SS Trust

The Andhra Pradesh High Court stayed the proposal to allot prime land abutting the Osmania University campus, where the Central Training Institute for the Disabled is located, to Sri Satya Sai Trust. A division bench comprising Justice T. Meena Kumari and Justice K.C. Bhanu told the authorities not to allot the land, which is being utilised for the welfare of the disabled persons, to a private trust. The bench said it was open to the government to allot an alternative site to the trust.
The interim orders were passed on a taken-up writ responding to a letter by one G. Sravan Kumar complaining against the proposal. The State had written to the Centre asking for the land in exchange for a site on the outskirts of the city. The court observed that the (present) site would be more convenient for the disabled and they cannot be asked to go for training to the outskirts of the city for the sake of a private trust. It also said that allotment of land for a private trust would not serve any public purpose.

RSS plans to woo BCs into its fold

The RSS invite to Backward Classes leader R. Krishnaiah to Sunday's convention in the city was part of a bigger plan to attract the BCs by including them in its fight against the five per cent reservations to Muslims, sources said. The RSS for the first time organised meetings on caste basis to unite leaders of the BCs against the government's decision to provide reservations to Muslims. It held meetings in all the district headquarters and invited BC leaders to oppose the quota.
Earlier, for the first time, it elevated Mr P. Venkateswara Rao, who belongs to the Scheduled Castes, to the level of saha sanghchalak, deputy chief of the State unit.Political circles were of the view that the invitation to Mr Krishnaiah was part of the RSS’ efforts to come out of its 'upper caste' image. "There is a nationwide effort by the RSS to reach out to the deprived sections," State BJP vicepresident S.V. Seshagiri Rao pointed out.

Tight security to the Dalai Lama for Kalachakra

Chief Minister Y.S. Rajasekhar Reddy instructed the police department to ensure tightest possible security to the Dalai Lama and his entourage during the 12-day Kalachakra empowerment programme to be held at Amaravati in Guntur from January 5 to January 16, 2006. Interacting with the officials concerned through video conference from Secretariat, Dr Rajasekhar Reddy said the Dalai Lama and his disciples were the most important dignitaries and hence it was the responsibility of the State government to provide all faciltiies and security to them.
"We have to take extreme care to ensure that they (monks) are not put to any sort of inconvenience. Police should see that the Buddhist monks are not ill-treated or cheated by the local antisocial elements. A proper grievance redressal mechanism should be in place during the ceremony," he said.
The Chief Minister also asked the police department to make all arrangements for the smooth flow of traffic and ensure that there are be no traffic snarls anywhere, as more than a lakh tourists were expected to attend the Kalachakra ceremony. The officials explained to him that thoroughfare over Prakasam barrage would be thrown open for vehicular traffic during the Kalachakra, which would ease the traffic flow.

Hoax bomb hits theatre screening new film

A telephone call saying that a bomb had been placed in Maha Lakshmi theatre at Kothapet (Hyderabad) on Nagole road turned out to be a hoax. The State government will issue a comprehensive policy on irrigation to clear doubts on the ongoing Rs 26,000-crore 25-dam Jala Yagnam, Chief Minister Y.S. Rajasekhar Reddy said. It would contain details on contentious issues like region-wise allocation of water, irrigated area and inter-State issues, besides environmental and rehabilitation issues.The Chief Minister told mediapersons after an all-party meeting on the Pothireddypadu head-regulator issue (which diverts water to Kadapa) that the State would consider the views of experts before finalising the policy. He said that the government would hold its all-party meeting on Pola-varam in the first week of January.

IIIT's e-sagu gives good yield in Warangal

Andhra to fight Orissa on Polavaram

State's finances show dip in fortune

Despite the government's tall claims, the State's financial position does not look too bright, if one were to go by the mid-year economic review.Finance minister K. Rosaiah tabled the report on the halfyearly financial performance in the Assembly on Tuesday. The report assesses the economy’s performance from April to September.
Though revenue receipts (tax and non-tax revenue) have gone up marginally by about Rs 730 crore in the first half, there was a steep decline in capital receipts such as recovery of loans by about Rs 2,637 crore when compared to the same period last year. Because of this, the total receipts came down from Rs 20,844.58 crore in the first half of 2004 to Rs 18,364.94 crore this year. Recovery of loans was extremely poor: Rs 77.23 crore against Rs 658.52 crore last year.

A division bench of the High Court asked the State government to register FIRs against corporate colleges which issued false advertisements. DNA helps nab killers

DNA fingerprinting of bloodstains found on the clothes of the victim and suspects helped police to crack a murder case. On the basis of this evidence, police arrested Mohammed Hameed alias Abu, 22, a resident of Kishanbagh and Syed Saber, 22, of Gulbarga in Karnataka, for killing a person in Mangalghat. They were produced before court and remanded to judicial custody. The murder took place on November 4. Hameed and Saber were walking along the road in an inebriated condition and a person bumped on them accidentally. "The duo got angry and there was a scuffle. They slit his throat and smashed his head with a boulder," said the West Zone Deputy Commissioner Amit Garg.

FM radio to target villages

A group of entrepreneurs hopes to take digital FM radio to the villages in 15 districts. The AP State DTH, FM Radio and Digital Cinema Federation is to spend about Rs 1 crore initially for setting up a network of FM stations in the districts. Apart from popular entertainment, the stations, which will be linked to each other, will broadcast information pertaining to agriculture, medical emergencies, trade and weather. Since FM radio covers a small area, the information can be highly area-specific. The federation was formed by a group of technicians belon-ging to the AP Broadcasting Engineering Society (BES).

Students doing post-graduate astronomy course at the Osmania University are shocked at the decision by authorities not to allow them to teach physics and maths at intermediate, degree and polytechnic courses. This means that the 60-odd students of the university will not be eligible for the posts of lecturers in junior and degree colleges. Incidentally, Osmania University is the only institution in the country to offer full-fledged astronomy courses at the postgraduate level.
According to the authorities, the decision was taken since the M.Sc (Astronomy) syllabus was different from the M.Sc (Physics) syllabus. Majority of the astronomy students are paying their fee by taking classes in physics and mathematics in degree colleges. Following the decision, the astronomy students have boycotted their class in protest. "At the time of admission, it was stated that we were eligible for teaching in all intermediate and undergraduate colleges," said P. Venkat Rao, a student. "Now they say we are ineligible".

Telangana-zone gets most water projects

Minister for major irrigation Ponnala Lakshmaiah on Tuesday said Telangana would be the biggest beneficiary of the ongoing and proposed irrigation projects as part of Jala Yagnam. Speaking to mediapersons here, the minister said the existing irrigation facilities, other than minor and well irrigation, in Telangana region was 22/75 lakh acres, of which 19.22 lakh acres were irrigated under major irrigation and about 3.53 lakh acres under medium irrigation. As part of Jala Yagnam, it was proposed to take up 27 major and medium irrigation projects in Telangana region to create irrigation potential of 46 lakh acres.

AP council bill receives Parliament approval

Parliament on Tuesday approved the revival of the AP Legislative Council with the Rajya Sabha passing a legislation in this regard.
The Andhra Pradesh Legislative Council Bill, 2005 earlier passed by the Lok Sabha, was okayed by the Rajya Sabha with 85 votes in favour and 25 against after the Telugu Desam pressed for a division.
It now moves to Rashtrapati Bhavan for presidential ass-ent. After this is a long process to set up the 90-member council. A notification has to be issued and the full election process held for mandal and zilla parishads and panchayats, graduates and teachers constituencies. The local bodies will elect 31 members to the council, the Assembly 31, there will be eight members each from the teachers and graduates constituencies and the government will nominate 12 members.

State evades power bills of Rs 1,258 cr

The finance department has taken APTransco for a big ride by avoiding payment of Rs 1,258 crores, the cost of waived agriculture power bill arrears. After the Y.S. Rajasekhar Reddy government took over in May 2004, it had waived Rs 1,258 crores in power bill arrears of farmers, apart from providing free power.
The government had then promised that it would reimburse the APTransco since, as per the AP Electricity Regulatory Commission’s order, any concession should either be borne by the government or be shared by other consumers through increase in power tariff.

Dr Reddy’s is the most sought after presence for politicians, industrialists and big shots. His ranking has gone up particularly after the Congress's thumping win in the municipal and cooperatives elections.
On Wednesday night, Dr Reddy attended five marriages, crisscrossing the city between 7 and 9 pm. U. Bhagyalakshmi, who almost lost her vision after being administered a wrong medicine in a public health centre, is yet to get justice. The health department has gone back on its promise to take stringent action on the authorities of the PHC at Adilabad where the woman was given the wrong drug.
The department found out that a homeopathy drug meant for stomach pain was administered to her eyes by a sweeper of the PHC. However, it made light of the issue by saying that the drug would not damage the eyes. Apart from serving a memo to the in-charge of the PHC and dismissing the sweeper, health officials have done pretty little for the victim.

Manoj has done extremely good job. He is good at action sequences. But he needs to shed some more kilos to look glamorous. Tamanna looks pale on the screen. Mohan Babu in a villain turned hero role walks away with the honours.
On technical side too, the film boasts nothing. Though Sandeep's score is better on hearing but on the film it has not that much impact. Cinematography by Arun Kumar is adequate. The dialogues are pretty tame

The film is about granite mafia. Sri, short for Sriram (Manoj), jolly guy, resides in Buvaneshwar. He falls in love with Sandhya (Tamanna). But Sandhya’s father has rivals who are trying to eliminate him. The rivals headed by factionist Bikshapathi (Devaraju) occupy granite mines and lands illegally. They are on the look out for their former trusted aid Basavanna who suddenly turns good Samaritan after getting married to Durga (Sukanya). It is later revealed in a flash back episode that the Sri is non-other the son of Basavanna. The rest of the film is how Sri takes revenge on the murderers of his father.

Rajasekhar Reddy cleared the proposal.The logic of appointing an IAS official is that the government will not need to interfere in the hospital's functioning on a day-to-day basis. The government will continue to provide budgetary support to the hospital to build up infrastructure,"sources said.

Former chief minister and TDP Supremo N. Chandrababu Naidu walked out of the Assembly with party legislators to protest the spiralling prices of vegetables and other essential commodities and the government's "failure" to rescue the consumers. Congress members jeered as the TD members left the House.This is the second time that Mr Babu has walked out of the House since the session began on December 3. Last week, he led legislators out to protest the government’s "lopsided" approach in ensuring legal sanctity for five per cent reservation for Muslims in employment and education sectors. Tomatoes, potatoes, brinjal, carrot, beans and other vegetables took the House by storm with Congress and Telugu Desam legislators reeling out market prices, the Congress insisting that the prices were under control and the Telugu Desam disputing the figures. While admitting that the prices of vegetables had shot up due to loss of horticulture corps to rain during the last three months in Andhra Pradesh and neighbouring States, marketing minister Botsa Satyanarayana said the prices were now on the down swing.

Decoits hijack RTC bus

Armed dacoits wearing monkey caps held 60 RTC commuters bound for Hyderabad hostage for three-and-a-half terrifying hours just 20 km from the city. Threatening them and occasionally beating up the passengers, they stole Rs 4.6 lakh worth of cash, gold ornaments and mobile phones.
In scenes reminiscent of aeroplane hijackings, they forced the passengers to bend down on their seats, walked up and down intimidating passengers with weapons and forced them into total submission. None of the 60 passengers on the bus dared lift a finger. This is the third such incident in three months. Police suspects that one Kokkula Raju alias Jaini Devendar, a resident of Ambaripet in Karimnagar district, could be behind the dacoities.

TD behaviour irks Speaker

Power bills to come down soon

Starting from January, domestic and commercial electricity consumers in the State will get marginally reduced power bills for about six months. The AP Electricity Regulatory Commission (APERC) has ordered distribution companies to share the benefit of their reduced fuel expenditure with the consumers. How much each consumer will benefit is being worked out.
As per the fuel surcharge adjustment formula fixed by the tariff order, electricity utilities (Discoms) profit or loss caused by decreased or increased fuel bills will have to be passed on to consumers. In the past, discoms used to calculate the 'fuel surcharge adjustment bill' on quarterly basis whenever there was an increase in fuel expenditure and collect the amount from the consumers after obtaining permission from the APERC.

Defaulters prepare to repay

Defaulters of urban co-operative banks have begun making enquiries about possible settlements with the Registrar of Cooperative Societies and the AP Cooperative Bank, a day after the Supreme Court allowed co-operative banks to pursue defaulters to recover outstanding loans, official sources said. Joint registrar V. Amarender Rao at the Registrar of Cooperative Societies told "We are getting enquiries from defaulters who are now willing to cough up part of the dues." Mr Rao is also liquidator for the collapsed Prudential Urban Cooperative Bank.Apcob managing director M. Veerabhadariah said that the Supreme Court judgement would help coop banks recover their dues. "It's a great relief," he said. Echoing his sentiment, Mahendra Kumar Patodia, chairman of Confederation of Indian Industry — Andhra Pradesh, said, "The Supreme Court ruling will prevent the defaulters from getting away. They will now have to seek settlements with the banks."

ING staff to strike work on Dec 26

The All India ING Vysya Bank Employees Union and All India Vysya Bank Officers Association have served notice on the bank management that it would stage a day’s strike on December 26 to press for various demands. Knowledge centres in all villages by 2007

With an aim to facilitate setting up of knowledge centres in all the six lakh villages in the Country by the year 2007, in collaboration with the multi-stakeholders, Government had initiated a nation-wide "Mission 2007-Every Village a Knowledge Centre" (VKC). The main objective of this mission is to facilitate and accelerate the provision of knowledge centres in each village, which aims at income-generation opportunities for poor women and men farming communities and all disadvantaged people, said Ms. Geetha Sharma, operations Manager of Mission 2007, on the sidelines of the venue of Andhra Pradesh State Consultation .
She said that this journey started in 1992 under the visionary of Prof .M. S. Swaminathan , father of green revolution. A national alliance comprises of more than 230 development organisations which includes 22 government bodies are also part of the mission, she said. She reminded that the Union Finance Minister Mr. P. Chidambaram had allocated Rs.100 crore which can be routed through NABARD, for setting up of these village Knowledge centres.

Today is last day for revision of electoral rolls

The Election Commission of India has extended the last date for filing claims and objections under the special summary revision of electoral rolls, 2006 upto December 5, 2005.
Nellore district and Makthal Assembly constituency of Mahaboobnagar district were exempted from this, according to an official press release. Further, for the convenience of the public, all the designated locations (except post offices), will remain open in the State (except Nellore District and Makthal Assembly constituency) to receive the claims and objections from eligible persons from 10.30 am to 5 pm on December 4, Sunday, though it is a public holiday.

Tirumala-Tirupati rope-Way Project opposed

Objecting to Government's proposal to revive once shelved Tirumala - Tirupati rope way project, the BJP national secretary Mr. Bandaru Dattatreya today demanded the Chief Minister to clarify the Government stand’s on the project.
Addressing a press conference along with State vice-president Mr. Baddam Bal Reddy, he said that the previous TDP Government had shelved the project respecting the sentiments of the pontiffs and other Hindu religious leaders. But it is learnt that the present Congress Government has decided to take up the Rs.30 crore project basing on tourism considerations, he said. Mr. Dattatreya said Tirupati is not a tourist spot to any sentimental Hindu, and nobody is ready to accept the proposal. Stating that it is a very sensitive issue, he advised the Chief Minister not to hurt and rake up the Hindu sentiments.

Sweeper at PHC blinds woman with wrong drug

A sweeper administered homoeo menthol drops, meant for treatment of stomach disorders, into the eyes of a 30-year-old mother of two, effectively blinding her at a primary health centre in a village in this district. The incident occurred on November 22 but came to light on Saturday when relatives of the woman, Uskamalla Bhagyalakshmi, 30, an agriculture labourer of Kundaram of Jaipoor mandal, lodged a complaint at the Kundaram police station. The village is about 200 km from here.
Medical officer Dr Ganesh Rao of the Kundaram primary health centre (PHC) examined Ms Bhagyalakshmi, who had complained of eye problems, and prescribed some drops. She went to the pharmacy where sweeper Srinivas administered homoeo menthol drops. The moment he put the drops in her left eye, Ms Bhagyalakshmi complained of intense burning. The sweeper said it was a normal reaction and proceeded to put the drops in her right eye.

AP Cricket: Arjun Yadav threatens Rayudu

In an ugly display, Hyderabad cricket team captain Arjun Yadav ran towards Andhra cricketer A.T. Rayudu with a stump during the Ranji trophy match between the two teams.
The players were called back immediately, but officials cited poor visibility and declared a draw. Towards the night, the players were forced to shake hands. Sources said there would be no action against either player. Arjun is HCA secretary Shivlal Yadav’s son. Rayudu had moved to Andhra earlier this year because, he said, of pesonal reasons.

Rain claims 9 lives in Nellore

Rains continued to paralyse life in Nellore, Chittoor and Kadapa districts on Sunday under the influence of a deep depression over the Bay of Bengal. Nine people died in rain-related incidents in Nellore district on Saturday,Sunday and Monday. In Nellore, Swarnamukhi, Kalangi, Kaivalya, Pambaleru and Karipeti rivulets in Gudur division have been overflowing inundating low-lying areas. About 40 villages have been cut off from the outside world as a result of the floods. Several roads and rail tracks have either been washed away or damaged. Cold winds claimed seven lives in the district. Two more people were washed away in rivulets.
In Chittoor, the crest gates of Kaly-ani dam, the only drinking water source to Tirupati, was opened after water reached the maximum level
