The State government has relaxed the setback and mortgage clauses in the stringent Hyderabad Building Rules, providing some relief to middle-level buyers. Against the compulsory mortgage of one floor of the building till its completion, the government has said that the builders can mortgage either one floor or 10 per cent of the entire built-up area (whichever is less). This means a mortgage of two flats in a floor comprising five flats.

APTransco has directed independent power producers (IPPs) and the AP Gas Power Corporation to refuse to pay the increased price for gas to the Gas Authority of India Limited (Gail). Almost all gas units in the State, except Reliance and a fertiliser unit near Kakinada, have stopped taking gas from Gail which was forced to cut back supplies from September 23.With Gail sticking to its price, Transco and other IPPs have joined hands to pressure the gas supplier. Both public and private sector gas-based units have refused to negotiate with Gail on resumption of gas supply. The three IPPs, GVK, Spectrum and Lanco have backed the APTransco stand while Reliance (BSES) is taking a marginal supply. This has contributed to a drop of 150 MW in power generation.

In the first substantial cut in fuel prices in over two years, the Centre slashed petrol prices by Rs 2 a litre and diesel by Re 1 a litre, effective midnight of Wednesday. Petrol in the twin cities will now cost Rs 51.07 per litre down from Rs 53.28. A litre of diesel will cost Rs 34.91 compared to Rs 36. There is a reduction of Rs 2.21 in the price of petrol and Rs 1.09 on diesel per litre. These figures were given by the Greater Hyderabad Petrol and Diesel Dealers’ Association secretary T.C. Goel, which were later confirmed by Raja Bahadur, manager (finance) regional office of State-level coordinator for Oil Companies. According to Mr Bahadur, the prices in other major cities including Vijayawada, Tirupati and Visakhapatnam are as follows: (Note: While the reduction in petrol price remains same as Hyderabad at Rs 2.21 per litre in these cities, the diesel will cost Rs 1.08 less per litre )

Chief Minister Y.S. Rajasekhar Reddy is preparing to drastically cut interest rates for farmers so that they will pay only 25 paise per month for a loan of Rs 100 from March next year.At that rate, a farmer would pay Rs 3 per year on Rs 100, or three per cent. Currently, the farmer pays seven per cent.The idea is borrowed from a similar scheme — popularly called pavla vaddi or 25 paise interest for self-help groups (SHGs). The scheme has made loans cheaper for the groups and vastly increased credit offtake.Sources said that he wanted to convert the scheme into a slogan for the 2009 elections. The Chief Minister informed Union agriculture minister Sharad Pawar, who is in the city, of the governments efforts to implement the scheme from March next and urged the latter to give 30 per cent grant from the Centre. Sources said the Chief Minister told Mr Pawar that a high level committee with agricultural and financial experts would be appointed to work out the modalities.

Tigress Sakhi killer Syed Salahuddin who escaped from Cherlapally jail was found 200 metres from a watch tower injured and lying among bushes within the premises.Salahuddin had escaped from the high-security Cherlapally prison early on Friday morning. Another inmate, Chandrakumar Gupta, who was trying to escape with Salahuddin, could not make it and was arrested.Salahuddin fractured his pelvic bone and his right arm when his ‘bedsheet rope’ tore as slid down a 45-foot watch tower and he fell to the ground. Jail staff and Cyberabad and city police personnel launched a search for him at railway and bus stations, his residence in Chandrayangutta and sent teams to Mumbai and other places. Yet it showed no signs of improvement. A case was booked against State information commissioner K. Sudhakar Rao and Markfed chairman P. Prabhakar for their alleged involvement in distribution of cash and cricket kits to lure voters in Karimnagar. Late on Monday night activists of the Telangana Rashtra Samiti (TRS) intercepted a van carrying 500 cricket kits and Rs 5 lakhs in cash near Nustulapur village. Based on the van driver Tirumala Rao’s statement the Lower Manair Dam (LMD) police booked a case against the RTI commissioner and the Markfed chairman. In his statement the driver said that the cash and sports kits were sent by Mr Sudhakar Rao from Hyderabad to Mr Prabhakar in Karimnagar.

The State government took possession of 400 acres in Gachibowli which had been handed over to sports promotion company IMG Bharata. Another 450 acres in Mamidipalli, which had been provisionally allotted to the same company, was also reclaimed by the government. This land, however, had not been registered in the company’s name.Officials took possession of these lands under the AP Government Property (Preservation, Protection and Resumption) Ordinance 2006 which was issued on Monday. It annulled land transactions with individuals or companies which failed to utilise it for the given purpose. The land in Gachibowli had been registered to IMG Bharata during the previous Telugu Desam regime for a meagre Rs 50,000 per acre.

Director-general of police Swaranjit Sen is against the induction of HIV-positive persons into the police department. Mr Sen said he would raise the issue in the three-day police chiefs conference in New Delhi from November 22. Sources say within a couple of hours of other television channels flashing the press conference of Congress MP Undavalli Arun Kumar from New Delhi about the financial crisis in Margadarshi Financiers, Ramoji Rao summoned all his men and asked them to mobilise as much money as possible and divert to all the branches of Margadarshi, so that the depositors do not get panic and throng the branch offices to withdraw their deposits. By evening, it is learnt, the group could mobilise about Rs 200 crore and distribute them among all the branches, which worked overnight to prepare the statements of the depositors who might withdraw the amount.
