The Andhra Pradesh Administrative Tribunal on Monday quashed the State government's order reducing the qualifying marks from 66 to 61 for Group-I preliminary examination held in March 2004. Consequent to the tribunal's order, the Andhra Pradesh Public Service Commission, which conducted the Group-I preliminary exam in two phases, will take into consideration for the main examination only those candidates who had scored 66 or more marks. As many as 21,861 candidates stand disqualified for the main test following the tribunal's order. The State government has lowered the qualifying marks from 66 to 61 for the preliminary examination following representation from candidates. The tribunal in its interim orders early last year upheld the government's decision but subject to its final judgment. As a result 21,861 candidates who scored 61 marks but below 66 marks were allowed for the main examination. The main examination was conducted in two phases from May 1 to 7, 2005 and again from May 28 till June 11.

Upholding the hi-tech image of the party, the elite cadres of the Telugu Desam have been making optimum use of walky-talkies during the ongoing Godavari Jalasadhana padayatra. Three different batches comprising about 20 activists specially brought in from Hyderabad have been discharging the task of sending communications using the wireless handsets to guide the yatra in the right direction and ensure provision of food and other amenities to the participants. Holding the wireless communication sets the cadres have been strategically escorting the participants of the yatra comprising senior leaders like T. Devender Goud and Kadiyam Srihari. The trained activists have also been making arrangements for food and tents at the night halt points. An ambulance with two doctors has been included in the yatra to provide first-aid as well as the emergency medicare to the participants. A special catering team has been pressed into service to ensure timely serving of food.

Vijayawada MP Lagadapati Rajagopal came down heavily on the officials for taking people and the elected representatives for a ride. Speaking at the council meeting, Mr Rajagopal took strong exception to the way the officials were trying to widen the Mahatma Gandhi Road. He cautioned the officials against implementing the GOs of the previous Telugu Desam government on road-widening and other works. He said the officials were threatening and blackmailing the people along the MG Road and other roads in the city. Referring to the removal of small vendors from Payakapuram, he threatened to take the issue seriously if the officials failed to restore the vendors on the road margin. He said he would not leave the officials who were displacing the people using the orders of the previous government. He also said that the elected representatives would take up the issue with the government and ensure that the officials were kept in their place. He said the road-widening by force was not the only developmental work that the officials have to concentrate on. He wanted the officials to provide basic amenities like drinking water, streetlights, sanitation and public health. He said the officials neglected these basic responsibilities and were taking up only the agenda of the previous TD government. He also found fault with the civic officials for not following the resolutions adopted by the elected body.

In a joint operation, the special party police and Greyhound parties surrounded the Nallamala forests from all sides and launched a massive combing operation for the outlawed CPI-Maoists. For many years Nallamala forests has been a shelter zone for the Maoists. Police intensified the combing operations after an exchange of fire with the Maoists at Upper Ahobilam. With specific information that the Maoists are planning to attack the Chagalamarri police station, Greyhound police personnel launched the search operations. Sources said that the police kept a special vigilance on the movement of the Maoists sympathisers in the forest villages and were zeroing in on the shelter zones of the Maoists. Heavy police security has been posted at the police stations in Srisailam, Velugodu, Kothapalli, Atmakur, Bandi Atmakur, Mahanandi, Rudraram, Shirivella and other police stations adjoining the Nallamala forests following the threat perception. Additional forces were rushed to the Nallamala after Sunday’s exchange of fire. Police were questioning the workers who venture into the forests for timber on a suspicion that they provide food to the Maoists.

Police, probing into the case of a headless body of a man which was found in a nala, zeroed in on the man's wife who confessed to having killed him and cutting his body into pieces with a butcher's knife. Police found the decomposed headless body of a man in a nala at Moghal Ka Nala in Wahednagar(Hyderabad) on January 16."During the course of the investigation we searched for missing persons in the locality. A person by name by Krishna, a painter, was found missing. When his wife, Lakshmi, was questioned she confessed to the crime," sources in the city police said. The Tappachabutra police took Lakshmi, 28, into custody. She confessed that she had killed her husband with a boulder and cut his body into pieces in full view of their six-year-old daughter. The couple has another daughter who is three years old. Lakshmi said when she was eight-months pregnant she had lost her kid after her husband beat her. In fact, he used to beat her regularly and torture her.
Visakhapatnam district collector Praveen Prakash was transferred by the State government under the directions of the Election Commission, a first in the State. A.K. Singhal, who is presently the collector of East Godavari district, has been posted as collector of Visakhapatnam. Mr Praveen Prakash was in the thick of controversy because of his decision to change the returning officer of Visakhapatnam-I Assembly constituency, which will go for by-poll on February 19, without the Election Commission's permission. The Election Commission took a serious note of Mr Praveen Prakash's decision and ordered his immediate transfer. The government has not given any posting to Mr Praveen Prakash till now.

The body, kept in state at the Math, it will be cremated at Bansilalpet on Friday. The swami played a vital role in Math developmental activities. He made available Ramakrishna-Vivekananda literature at the TTD’s counters at subsidised rates. He started a programme to make rural folk aware of Ramakrishna Sarada Vivekananda Bhava. He joined the Math’s Balaka Sangha in Bangalore at age 7. He joined the Hyderabad Math in 1974 and was under Swami Ranganathananda for 25 years. He became Math president in 1997.

This year a double star would be given to those scoring more than 95 per cent in the Central Board of Secondary Education (CBSE) examination. The academic community takes it with a mixed response. A few fear it would create an elitist ghetto, while others welcome the change. To give leverage to students scoring above 95 per cent, that a double star would be given to them, confirmed CBSE chairman Dr Ashok Ganguly. Fearing a reemergence of elitist ghetto by following double star norm, Springdales School principal Amita Wattal said, "There is always the fear that this may encourage double starrers to form an ability section and get cut off from their classmates. The system is a success only if it can infuse confidence." There are a few who have welcomed the move. "The students scoring above 95 per cent are the creme de la creme. They do need some kind of distinction," opined Cambridge School principal Jasleen Kaur. The nine-point grading system would not be affected as such. Students would be continuously evaluated in the form of internal assessments. The grading system was introduced in 2004.

City-based planetary motion expert K. Surendranath has come up with a calendar that claims to predict the dates of forthcoming earthquakes above magnitude six on the Indian subcontinent for the next 10 years. Mr Surendranath, a former lecturer in physics and astronomy, said, "I based my prediction not on astrology but on the motion of the moon, sun, Earth and Mars. I devised many equations and a lot of calculations are involved in the calendar. I am reasonably sure that the predictions are accurate." He chose to keep the details secret. "My calculations indicate that most of the quakes are scheduled to hit the Indian subcontinent. To predict this, one must keep a close tab on the planetary movements and look for changes. So astronomy, astrology, motion of planets and mathematics are involved," said Mr Surendranath adding that he may update it in March, when there will be a solar eclipse. Chief Minister Y.S. Rajasekhar Reddy's mother Jayamma passed away at Apollo Hospital at Hyderabad. She was 74. The body was shifted in an ambulance to the Chief Minister's native place Pulivendula where the last rites would be performed on Thursday. Mrs Jayamma was admitted to hospital following a brain haemorrhage. Doctors performed surgery on her but her condition continued to deteriorate. Governor Sushilkumar Shinde and Speaker K.R. Suresh Reddy on Wednesday went to hospital and consoled the Chief Minister. He expressed appreciation of her services to Pulivendula as sarpanch. Several other ministers went to hospital and condoled the Chief Minister. She was well known for her service minded nature.

Forensic experts at the Government Examiner for Questioned Documents (GECD) who examined CDs and computer disks in the Amar Singh phonetap case said on Tuesday that there was "nothing sensational and interesting" in the recordings sent here by the Delhi police. According to srouces the material sent to the GECD may not contain all the recordings made while tapping Mr Amar Singh's phones. "We can't conclude that there is nothing sensational in them," the sources said. Sources who heard a random sampling of conversations said that the no female voice had been identified in the recordings. Most of the conversations seemed to be routine, they added.

As expected the 82nd plenary of the All India Congress Committee maintained a stoic silence on Statehood for Telangana. What is more, it rebuffed the Telangana Rashtra Samiti saying that it could not set a time limit on the issue. The political resolution adopted by the subjects committee on Sunday had no mention of the Second States Reorganisation Committee, leave alone Telangana. The economic resolution talked of regional disparities and suggested remedial measures but not in the manner of Telangana Rashtra Samiti, which says Statehood is the only solution. Union defence minister Pranab Mukherjee, who chairs the UPA sub-committee on Telangana, went a step ahead and made it clear to TRS chief K. Chandrasekhar Rao that there was no deadline for the sub-committee to take a decision. When reporters brought to his notice the two-month deadline set by Mr Chandrasekhar Rao, Mr Mukherjee said: "The issue is hanging fire since 1956 and it can not be resolved in such a short span of time because some parties demand it. We never assured that a solution will be found instantly and immediately."

The Madiga Reservation Porata Samiti has dropped its proposed Kurukshetram demanding categorisation of Scheduled Castes to coincide with AICC Plenary.MRPS leader Krishna Madiga agreed to withdraw the agitation following an assurance by Chief Minister Y.S. Rajasekhar Reddy that he would take an initiative to call for an all-party meeting at national level to bring a consensus on the issue. The Chief Minister assured to work to re-introduce categorisation before the start of the 2006-2007 academic year for the benefit of the madiga students. The government also directed police to release MRPS activists who were arrested by police as a preventive measure. After a day-long drama, the MRPS leader accompanied by rights activist K.G. Kannabiran met the Chief Minister at his camp office in the evening. The Samiti leaders held the first round of discussions with Home Minister K. Jana Reddy and later met the Chief Minister. Transportation to colonies in and around Gachibowli was cut off from the city as the police stalled the movement of RTC buses ahead of Raidurgam towards Lingampally on the Old Mumbai Highway. Traffic, including RTC buses and other vehicles, has been restricted from January 19 to January 24 by the Cyberabad police.However police are diverting the buses into and out of the city through the New Mumbai Road via Patancheru and Kukatpally. D. Krishna Veni, a resident of GPR Quarters at Gachibowli, said, "RTC buses were stopped at Raidurgam and commuters were forced to take autorickshaws. Autorickshaw drivers are taking advantage of the situation and minting money. Buses on route numbers 216 and 217 are the worst affected. There are several colonies in these areas like Indira Nagar, Telecom Nagar that don’t have public transport facility." APSRTC Regional Manager C. Pandu Ranga Murthy said, "As per police orders we are stopping buses at Raidurgam. We have to follow these instructions. After the plenary we will resume the bus services. Inter-State and inter-district buses are using the New Mumbai Road. The problem is only for city buses."

Cyberabad police has taken the decision to ban the entry of minors into cyber cafes within the commissionerate limits. The decision is taken to avoid obscene activities and viewing of pornographic websites by minors.Commissioner of police M. Mahendar Reddy has issued orders through the crime records bureau setting up new rules for the cyber cafes. In the recent past, there have been reports of minor boys and girls indulging in obscene activities in cyber cafes. Some of them are also being exploited by pornographic VCD manufacturing racketeers. Cyberabad deputy commissioner of police (crime) Dr Soumya Misra said, "Cyber cafes are being misused for pornography. Instructions have been given to all assistant commissioners of police. Since minors are more vulnerable to these crimes, we have banned their entry into cyber cafes. We have also set up other rules and given instructions to all police stations to carry them out."

Nandamuri Taraka Ramarao (28 May 1923 – 18 January 1996), more commonly known as N.T. Ramarao, NTR, or Anna garu, was an Indian film actor, director, and producer. His repertoire of films included mythological, social and folk themes. He was awarded the Padma Sree by the government of India in the 1960s, recognizing his contribution to the Telugu cinema. After his film career, N.T. Ramarao became a political activist and party leader. He was born in Nimmakuru, Krishna District, Andhra Pradesh. He graduated with a Bachelor of Arts degree from the Andhra-Christian College of Guntur, Andhra Pradesh. He later received an honorary doctorate from Andhra University. Many believe Ramarao highlighted Andhra Pradesh's distinct cultural identity, distinguishing it from Madras state, with which it was so often associated. > POLITICS NTR formed the Telugu Desam Party (TDP) in 1982. Promoting a new movie, he was asked a question by a person in the audience who asked "ayya, memu mimmalni devudu laga adarincamu, kani meeru maku emi chesaru?"; literaly translated from telugu meant "Sir, we have treated you like a God but what have you done for us". He was so moved by this that he formed TDP and lead to victory in the immediate election, formed a government and ruled the state of AP for a full term. He went into the elections with the slogan 'Atma Gauravam' which meant self-pride.Like his movies, the formation of the party and storming into the assembly was very dramatic. TDP came into power within 9 months of its formation. Initially ridiculed by the Congress that state politics is not like movie acting among others, TDP was considered a no match for the congress, with the local representatives unheard, the complete burden rested on the shoulders of NTR and true to his charisma he won the elections with a landslide majority. Among other reasons why he won the elections was no real alternative to the Congress, lack of development, unemployment etc. He was very well supported by the Ramoji Rao who gave wide publicity through Telugu daily Eenadu. NTR himself contested elections from the consituency of Gudivada in Krishna District.During the first term as Chief Minister of AP, he got into the costumes of Swami Vivekananda and tried to govern the entire state solely on idealogical terms which later proved to be disastrous as he lost the elections after serving a full term of 5 years. Among the most significant change he made was to abolish the Legislative Council of the State of Andhra Pradesh citing reason that it was a non-performing body which just a burden on the state exchequer. Among the lesser known were the educational reforms he brought about in the state, where he overhauled the entire state education syllabus for the schools. NTR lost the subsequent elections held in 1989 mainly to do with his political inexperience and strong central government lead by Rajiv Gandhi among others. But during the same period he gained valuable experience and had people like N Chandrababu Naidu, Daggubati Venkateswara Rao (both Sons-in-Law) in his party.Even though he lost the 1989 elections, he shot to fame at the national level and was capable of uniting many regional parties and formed a Third Front with parties like Janata Dal as an alternative to Congress. He offered no competition against PV Narasimha Rao when he was chosen to be the Prime Minister of India, citing that he was proud that an Andhrudu (Andhrite) would hold the highest office in the country. NTR stormed back to power in 1994 when he promised he would offer rice at Rs2/Kg and to make AP an "Alcohol Free" state. True to his word he kept his promises only to burden the state exchequer. He also faced serious problems within his party because of the interference from his second wife Lakshmi Parvathi in party and government affairs. Foreseeing the imminent threat of the de-stabilising wave within the party commaradre, N Chandra Babu Naidu lead a sudden revolt and split TDP into two where the political careers of more than 180 Members of Legislative Assembly (MLAs) was at stake. Mr Naidu survived NTRs onslaught when NTR appraoched the public for an opinion and went on to break the record held by NTR as the longest serving Chief Minister of AP making a mark for himself. The break-up of the party and the drama that took place on the Tank-Bund (road connecting Hyderabad and Secunderabad on the banks of Hussain Sagar) were probably the last significant events in NTR's life. The loss of power and the subsequent events can be summmed up as the start of anti-climax in NTRs life with a majority of people believing that Lakshmi Parvathi was responsible for what would otherwise have been the greatest life lived by an Andhrite since Sri Krishna Devarayalu (a 15th Century King). Officially he died of a severe heart stroke but there are conspiricy theorists who believe he had high traces of steroids in his blood which were unacceptable for a man of that age. The entire state was shocked to hear the news of his death and paid homage in a way only a king receives. His funeral was a state-affair which set the then world-record. It is believed that he could have become the Prime Minister of India, as the third-front won the national elections and was strugling to find a leader who was acceptable to all the parties. Mr Naidu went on record that he would have supported NTR as the the PM as the third-front was his brain child but it was six-months too late for what would have been a fitting climax to a great person. NTR was survived by seven sons and four daughters, his second wife Lakshmi Parvathi, and millions of loyal fans.

The proposed Godavari University is a boon to the people of East and West Godavari districts but it could badly hit the finances of Andhra University, one of the oldest universities. AU depends upon the block grant given by the State through the AP State Council For Higher Education. This amounts to about 70 per cent of its revenue. The grant is given in proportion to the number of colleges affiliated to the university. Other sources are tuition, examination and admission fees and registration renewal charges of colleges affiliated with AU. Andhra University registrar P. Vijay Prakash said AU had got a block grant of Rs 58 crores for 2005-06. This could fall once Godavari University comes up next year, as many colleges move out of the jurisdiction of the university.Out of 497 colleges affiliated to Andhra University in Visakhapatnam, Vizianagaram, Srikakulam, East and West Godavari districts, approximately 300 will be merged to form the Godavari University. These colleges, which used to pump revenue into Andhra University, include the well-established, old and popular colleges like DNR College of Bhimavaram, KGRL College at Amalapuram and YL College in Rajahmundry, all located in West and East Godavari districts

The State Government is contemplating expansion of the jurisdiction of HUDA (Hyderabad Urban Development Authority) by setting up of Hyderabad Metropolitan Development Authority (HMDA), in view of the fast expansion and growth of the city and to ensure scientific development on account of the future growth of the city. The proposal was mooted at a review meeting on Town planning, convened by the Chief Minister Dr Y S Rajasekhara Reddy at Secretariat today, with the Minister for Municipal Administration and Urban Development Mr K Ranga Rao and senior officials of the Department. The proposed jurisdiction of HMDA covers a total of 54 mandals with an area of 6852 Sq.Km including Cantonment area in five districts. The State government decided to take over about seven acres of vacant land in the upmarket Jubilee Hills and put it for commercial use. Highly placed sources said the government would offer 4.5 acres for a five-star hotel with private participation and use 10,000 sq yards of open space located in nine different places for smaller commercial ventures.The government is to issue notices to 180 plot holders who did not register their properties and another 1,000 plot holders who did not take up construction. Society rules clearly state that the plots should not be kept vacant for more than five years. The decisions were taken at a review meeting held by Chief Minister Y.S. Rajasekhar Reddy on Wednesday.He enquired about the progress of his earlier instructions to prepare a comprehensive legislation to liquidate cooperative societies whose purpose — to allocate plots to members — was over. Dr Reddy wanted the officials to remove commercial activity from the purview of the society and restrict it to welfare activities of the colony. He took serious note of the group rivalry in Jubilee Hills Cooperative Housing Society.

Giving a major boost to the film Industry, State Government announced 'single window clearance' of permissions for shooting locations in different parts of the State.Mr. G. Adi Seshagiri Rao, Chairman , A. P. State Film, Television and Theatre Development corporation said that, now film producers can have a sigh of relief and could avail this facility. After many representations, the Government at last finalised this. He informed that they have categorized the locations into three types according to which price has fixed ranging from Rs15,000 to 5,000 per day. Further he said that, Corporation is also contemplating to produce and supply approved newsreels and documentary films to the theatres in the State.

Raghavendra Rao, Mr. Chakravarthy and Mr. K. Krishna Mohan in the year 1984, and resume the land by recalling G.O. Ms. No.107 GAD(I & PR) dated 4.4.2003. In a letter addressed to the chief minister, the Congress leader said that the land allotment itself was irregular and illegal as the beneficiaries did not belong to the State and were the residents of Madras at the time of allotment. When the value of the land was Rs.1.5 crore (Rs.2000 per square yard) in the year 1983-84, it was allotted for a paltry amount of Rs.12,750 only.

The counselling for transfer of teachers was reduced to a mockery as those seeking transfers continued to lobby for their cause even though almost two months have lapsed since the process of counselling was announced as closed. In an interesting episode, a middleman who had taken bribe from a teacher assuring him transfer punished himself with a chappal beating in a fit of rage near the district education officer's residence on Monday. The middleman was successful earlier in getting his client transferred to her desired destination. However, his word failed to have an impact as he took a second case to the authorities. The middleman took his own chappal and beat himself with it as the client demanded refund of the money paid to him for the transfer. Explaining the sequence of events witnesses said the middleman made it clear to his client that the money paid by the client for the transfer was already handed over to the officer responsible for the transfers. Vexed over the inordinate delay the client, a teacher, demanded the refund of the money.On the other hand, sources maintained that transparency was lacking in the process of transfers as several politicians and middlemen entered into the scene to get their candidates transferred.
A special team of Central Bureau of Investigation (CBI) from Delhi conducted a raid on the residence of IAS officer K. Shiva Prasad on Road No. 2 in Jubilee Hills for his alleged role in the Rs 700-crore Food Corporation of India (FCI) scam. Mr Shiva Prasad, a Punjab cadre officer was senior regional manager of the FCI during 2002-04 when the scam occurred.The CBI team also conducted searches on the properties of Mr Shiva Prasad's wife K. Aruna and his relative Anil Kumar. The scam took place in Punjab in which some officials allegedly procured substandard and broken rice for the FCI and passed it off as standard quality. They sent the rice as Punjab's contribution to the Central kitty of the FCI.

Hyderabad police arrested 'disco baba,' a tantrik who fled with Rs 70,000 from a widow. Feroz Baba (since he is polio affected), along with his adopted son Md Hafeez and younger brother Md Jahangir, were arrested from their hideout in Rajendranagar on Monday. "One Razia Bee, a 40-year-old widow of Hafizbabanagar, met Feroz in 2004 at his office and sought solutions to her domestic problems. Feroz took the chance to visit Razia's house and informed her about the 'treasure' buried underneath their house, which, he said, was being guarded by evil sprits," Kanchanbagh sub-inspector Md Abid Khan said. "Baba told me that my younger daughter Rehana and elder son Younus would die within 15 days if the evil sprits were not driven away. He demanded Rs 2 lakh for performing a three-day blackmagic ritual to eliminate them from my house," Razia Bee said. "I had not other option but to mortgage my house for Rs 70,000, which I paid him on April 28, 2004. But, neither he nor his men turned up. On finding his office locked, I lodged a complaint with the police," she said.

After initial hiccups, the annual Visakha Utsav festival was off to a colourful start at the golden sands of Ramakrishna Beach here on Sunday. The day began with sports persons bringing the torch from Kailasagiri Hills to the main venue where the ministers Jakkampudi Ramamohan Rao, Konatala Ramakrishna and local MP N. Janardhana Reddy took and lit the main torch on the beach. The minister and MP announced the beginning of the five day festival by releasing balloons and pigeons. Later, children took out a small rally in skates accompanied by the police band. Minister Konatala Ramakrishna flagged off a motorcycle beach race which was held for the first time in the city. He also flagged off a cycle race from RK Beach to INS Kalinga near Bhimli. This was followed by kite flying, the event which attracted a large number of people. Former chief minister and Telugu Desam President N. Chandrababu Naidu joined the emerging 'phone front' of non-Congress parties, alleging that his phone was being tapped for the past year. Mr Naidu is the first senior politician from Andhra Pradesh and the fifth in the country to level charges of telephone tapping against the UPA government after Samajwadi Party leader Amar Singh, who kicked off the row, Tamil Nadu Chief Minister Jayalalithaa, former prime minister H.D. Deve Gowda and BJP vice president Venkaiah Naidu, who alleged that the phones of former BJP president L.K. Advani were being tapped.

Gujarat had bagged 85 per cent of Foreign Direct Investment in 2005, and the remaining 16 per cent was shared by the rest, he said.

Explaining the lives of two great scientists Dr. Norman Ernest Borlaug (Father of Green Revolution) and Mr. Ramanujan (great mathematician), President Dr. A.P.J. Abdul Kalam asked the children to take them as their role models. He also wanted them to take problems as a challenge and face them boldly in their life. The Government has approved the design and development of a Youth Satellite and its launching in collaboration with Russia, was intended to be a communication medium among youth of the world, he informed. Speaking at the Children’s Science Congress organized as part of 93rd Indian Science Congress at ANGRAU campus near Rajendranagar, Dr. Kalam recommended five books to children to read in order to prepare themselves with knowledge and to face challenges in life. Empires of the Mind (written by Dennis Waitley), Journey into light – life and science of C.V. Raman (G. Venkataraman), A brief history of time (Stephen Hawking), Parallel Worlds (Michio Kaku) and The best of Indian Physics (B.G. Sidharth) were the books recommended by the President. He also suggested to the aspiring young scientists that the fields of science, discoveries and inventions could be realized only after going through challenging problems. Dr. Kalam requested all the children to write about their `own life’ statement “What I will be remembered for?” and send it to his e-mail address: presidentofindia@rb.nic.in. The President informed that the proposed Youth Satellite would be built by the Universities in collaboration with Indian Space Research Organization (ISRO), and that could be used by the youth to promote peace in the world, and above all creation of enlightened citizens. Interacting with the students later, Dr. Kalam, in response to various queries on corruption among politicians, moral values, artificial rains etc., said that the Parliament had taken positive steps towards its members involved in taking bribes from people. He stressed that honesty among people should begin from their respective homes. Father, Mother and elementary school teacher will play a key role towards growth of a child in a right direction. For having long term measures to curb corrupt practices, he suggested to the children to rectify the mistakes committed by their parents by making their love as a tool. Honesty should be transparent. President A.P.J. Abdul Kalam on Thursday called for the overall development of 100 select rural clusters with a financial outlay of Rs 500 crores by the end of this year to transform the countryside into a developed India. Interacting with scientists from around the world on the third day of the 93rd session of the Indian Science Congress, Dr Kalam advocated the successful 'Providing Urban Amenities in Rural Areas' (Pura) concept to be extended to 100 villages spread across the country."The three model Puras — Periyar in Tamil Nadu, Chitrakoot in Madhya Pradesh and Loni in Maharashtra are driven by technology/academy institutions. The number of Puras required to be brought out in the whole nation is around 7,000. Decision can be taken to allot Rs 500 crores to develop 100 Pura clusters by December 2006," he said.He suggested that Rs 5 crores each be utilised for developing infrastructure in rural complexes including agri-clinics, village knowledge centres, tele education and tele medicine centres and bio-fuel esterification plants through public-private partnership. Dr Kalam offered help to institutions willing to adopt the Pura concept.

Researcher from Hyderabad Syed Salman Ahmad on Thursday received the Young Scientist Award from President A.P.J. Abdul Kalam at the 93rd session of Indian Science Congress being held in the city. Salman was among a group of 13 young scientists sel-ected to receive the award. Though ISCA gives awards in 14 categories, this year it has left out veterinary and fishery sciences. All India Lions meet in the Hyderabad from today Thursday, January 5, 2006 | Pavan
All India Lions Meet-2005-06 will be held from January 5 to 7 in the city. Legislative Assembly Speaker Mr. K. R. Suresh Reddy will inaugurate the meeting on January 5 at 5.30 pm at Shilapkala Vedika, Madhapur. Informing this at a press conference, Mr. Chigurupati Varaprasad, past International Director and chairperson of steering committee, said that Lions are playing a legitimate role in the service oriented programmes in third world countries. In all, 300 eye hospitals were running under the aegis of Lions Club in the country and three lakh cataract surgeries were successfully done at the centres free of cost, he added. He reminded that the Lions Club was also a major partner of "Right to Sight Programme" aimed at eliminating the blindness problems in the world by 2020.

The Andhra Pradesh state government would discuss the problems of the non resident Indians in the Gulf countries at the forth coming Pravasi Bharathiya Divas in Hyderabad said Information and Public Relations Minister and AP NRI Study Group Chairman Mohd Ali Shabbir. A study group had left on a four-day tour to interact with the people of Andhra Pradesh in Dubai, Abu Dhabi and Sharjah. The group would meet the Indian Embassy official and various Telguu associations to know problems. The study group would present an interim report on the living conditions and problems of people in the Gulf countries before before the meeting on NRIs

M.F.Husain picked up his paintbrushes for Sachin Tendulkar Thursday, January 5, 2006 | Pavan
When M.F. Husain gets impressed, he shows his appreciation in the only way he knows: by painting. When India’s superstar batsman Sachin Tendulkar reached his landmark 35th Test century playing Sri Lanka in the second Test match in New Delhi, Husain, who was watching the series on television in Mumbai, was very excited. "I wanted to reward the batsman for his mind-blowing performance. I called up Sachin to congratulate him and indicated my interest to do a series of paintings. Sachin was more than happy and invited me to his residence," says the painter in Hyderabad. Husain picked up his paintbrushes and reached Tendulkar’s Bandra apartment in Mumbai on Tuesday and spent a couple of hours doing a few paintings for Sachin’s living room. "I chose images from Sachin’s performance during the Test match, which brought out his characteristics as a batsman. He was very happy with the end result," says Husain, adding, "I was meeting him for the first time and found him very unassuming and down-to-earth. He is very charming and humble, unlike some other people."
Radio frequency tags to check fake certificates Thursday, January 5, 2006 | Pavan
To tackle the menace of fake certificates, Osmania University authorities have decided to use the radio frequency identification device (RFID) technology. As a result, an electronic chip will be embedded in each certificate issued by the university. The electronic chip, or RF tag, will carry important information like registration number, name of the candidate, academic course and the year. It will also reveal the candidates pass division. This information is tamper-proof. Osmania Engineering College principal D.N. Reddy said, "We plan to implement the technology from July, 2006. We are also checking out the security features used by other institutes like BITS, Pilani and the IITs. We were using the water-marking security feature, but the fake certificate makers too have the technology. So we plan to use this new RFID technology."

For His Holiness, the Dalai Lama, statues and museums reflect "death culture" and he feels that more importance should be given to propagating the teachings of the Buddha and Acharya Nagarjuna. "Statues and museums are important and good, but sometimes museums are death culture. We should not go that way. Besides museums and statues, I think we should make every effort to keep alive the teachings of the Buddha as well as the unique teachings of Nagarjuna not in a religious manner but on an academic level," he remarked. Dalai Lama formally unveiled the 12-day Kalachakra 2006, a Buddhist tantric practice belonging to the Highest Yoga Tantras the empowerment of which has traditionally been given in Tibet to large gatherings of people, here on Wednesday. The Dalai Lama will be giving the empowerment to 150 monks for the 30th time at Amaravati during the 12-day programme beginning Thursday.

After 14 years, the monolithic statue of Buddha on the Rock of Gibraltar in Hussainsagar was consecrated by His Holiness Dalai Lama on Monday.It's beautiful and it will be place of historical importance. But along with the statue we need to promote Maha Karuna, the teachings of Buddha who preached Ahimsa and wisdom,? the Dalai Lama said after the consecration. The Dalai Lama, who in the city on his way to attend Kalachakra at Amaravati, spent an hour at the Buddha statue and conducted the Buddhist rituals along with a group of monks all clad in red robes. The Dalai Lama offered floral tributes to Lord Buddha sitting at the feet of the giant statue.

The winners of the Pravasi Bharatiya Community Service Awards are Diljit S. Rana of Ireland; B.R. Shetty of the New Medical Centre, Abu Dhabi; Sudha Acharya, executive director of the South Asian Council for Social Services (SACSS); and Fijian MP Ganesh Chand, a former planning minister. Chief Minister Y.S. Rajasekhar Reddy made a surprise visit to the Gandhi Hospital on Sunday and took the health officials to task for turning the hospital's poor condition. He checked all casualty wards during his one hour visit and showed his displeasure over the bad sanitation facilities. Dr Reddy criticised doctors for not being prepared to treat road accident victims who were admitted on the New Year day. The Chief Minister also had some harsh words for Grade IV employees who have allegedly been fleecing patients. He inspected the lifts which are perennially out of order. Of the 10 lifts, seven were not functioning.

Getting the prestigious Birla Institute of Technology and Science to the State, finalising mega industrial projects worth Rs 25,000 crore in Visakhapatnam and increasing IT exports are major initiatives the State government has planned for the year, according to Chief Minister Y.S. Rajasekhar Reddy. These will be apart from the Chief Minister's pet Jalayagnam and Indiramma projects. "Our decisions are not (coming) out of boardroom discussions but are reflections of the people's will," Dr Reddy said in an open letter on New Year’s Day. Using his predecessor N. Chandrababu Naidu's words to take a swipe at him, Dr Reddy asked the Opposition parties to adopt a propeople approach. "Let us focus on development. Politics can wait till 2009 elections." He said that he was shocked by the volte face of a party (Telugu Desam) which propagated that development should be mantra and not politics while it was in power.
